Problem Statement

Prisoners may not have full constitutional freedom like freedom of movement, but they are entitled to several other laws. The uniform law commission (1999) stated that offenders have rights and freedoms such as freedom of religion and freedom of speech. The civil rights act of 1871 enforces liability to any person who would deny a citizen their rights.

Offenders are no exception to this provision by the law.
The quality of services provided by the department on offenders should not be any lower than the quality received by the public. The number of offenders who are remand awaiting trial has been on the rise in Canada.

In the year 2019, the number of offenders who were on remand was two times higher than offenders who had been sentenced and sentenced. The number of offenders who were on probation was 82500.
