Do Small Business Preference Programs Help?

According to Stone (n.d.), one of the benefits of small business preference programs is that it helps “small businesses obtain a percentage of government contracts.” In addition, Stone (n.d.) says that utilizing small business preference programs gives those businesses an “opportunity to increase your business’s revenues.” However, despite the government laying out goals they would like to meet with these programs, they are “missing federal contract goals” such as their goals for “the HUBZone program” showing these programs are not working as effectively as the government intended (Weisner, 2022).
Small business preference programs are fair as they open the playing field for more businesses of all sizes to have “opportunity to participate in federal contracting” (Gordon, n.d.). Utilizing small business preference programs allows government agencies to “meet its small business contracting goals” and helps with their procurement efforts to contract with small businesses that fit the criteria of the preference programs (U.S. Small Business Administration, n.d.).
As a taxpayer, I believe these programs help tremendously as it shows the importance of increasing “government contracts” with “small businesses” which helps that business and the community it serves (Stone, n.d.). In addition, allowing small businesses the opportunity to engage in “healthy market competition” with larger businesses for government contracts “is fundamental to a well-functioning U.S. economy” (Boushey & Knudsen, 2021). Overall, small business preference programs provide a great opportunity for small businesses to engage in “fair contracting competition with big businesses” and gives them the opportunity to grow their business (Gordon, n.d.).
