When looking at the countries, explain how this has come about eg. any more in-depth issues such as culture, structure of education system etc.
When comparing the two countries, explain clearly where each arguments is coming from eg. if the two countries have similar education systems, resulting in similar skills, explain that or equally, if they are different, why – always referencing of course.
When making recommendations, ensure that you explain clearly which country it applies to ie.
One of them or both and why, also identifying any potential issues for example, changing the university education/teaching takes times and might be met with obstacles – recognize them and if possible make some suggestions
If something is working in one country and could be used to the other, suggest that, again explaining.
