DQ-3.1 To Hire or Outsource?
You are the vice president of human resources for a community hospital. The emergency department medical director has recommended that professional staffing for the ED be outsourced. The president of the medical staff and CEO have asked you for your recommendation. What are the pros and cons of this approach? What will you tell them?

Should physicians (and other professionals) be allowed to unionize? Why or why not?
DQ-3.3 The Foreign Medical Graduates (FMG) Conundrum
It is notoriously difficult for foreign medical graduates (FMGs) to secure residencies. Yet, there is also a significant shortage of primary care providers. The secretary of the health system board of trustees wants to know how this can be. What will you tell her? Based on your research, is it true? Why? Offer your new solution to the dilemma. Evaluate your recommendation on its (1) measured likely benefits, (2) measured likely downsides, and (3) likely unintended consequences of implementing your idea. Be specific, not general, e.g., “new laws” is not a new idea.
Specifically, write a short reply to the Secretary of the Health System Board. 3-4 paragraphs.
