Background
The Government of Kujagali Island (GKI) wishes to improve several aspects of the infrastructure of Kujagali Island. GKI has packaged several elements of work into one project, known as the Kujagali Infrastructure Project (KIP), and has contracted the newly formed Kujagali Infrastructure Development Company (KIDC) to conduct the design, build, finance and operation of the project (DBFO). There are 5 components to the Project, and some outline design of the project has been completed for some of the components.
KIDC now wishes to secure funding for the project and has made an initial request to the Elmwood Credit Agency (ECA) for funding. ECA is an Equator Principles Financial Institution (EPFI) and requires the project to be compliant with the Equator Principles and the IFC Sustainability Framework.
As part of its consideration of the funding request, ECA wishes to review the environmental and social risks of the Project and has engaged you to complete an initial environmental and social appraisal of the Project and produce a table of risks and a planning note for a forthcoming site visit. ECA intends to make a visit to the Project in April 2021 and will use the appraisal to plan out its visit.
Although your team has not yet visited the Project site, some documentation is available, and you are expected to produce the Initial Environmental and Social Appraisal Report based on this documentation.
Note that an ESIA will be conducted on the Project, but this has not yet been commissioned and its will not be available in time for the ECA visit. Any gaps in information identified at this stage, will be addressed in the ESIA.
The following documentation is available:
