Policy modifications arise due to performance and feedback, much like a simple Plan, Do, Study, Act model. Performance and perceptions stimulate the change process, if actions are not effective. In policy modification, changes are stimulated throughout all stages of the design, rule making, operating, and evaluating phases. This process of change is necessary when policies are ineffective or stratifications change, especially with health determinants.
