Why is Sen critical about “targeting”? Give your own suggestions about “modifying” and/or “re-interpreting” Sen’s capability approach in order to overcome weaknesses of this approach.
Structure your answers within 4 page PDF file as attachment. Times New Roman 11 points. Spacing should be 1.5 (not double), and margin should be 20 mm (Left, Right, Up and Down) each. Graphs and tables should be included as part of the 4 pages.
What you need to include in your writing is:
(1) “Capability Approach” (10 points) – correctly understanding Sen’s capability approach of poverty as “capability failure”.
(2) “Targeting” Policy (10 points) – correctly understanding the conceptual difference among “means tested”, “group (geographical)” and “self” targeting and their implications for poverty alleviation.
(3) Application of Sen’s capability approach to the targeting to draw his conclusion. Do not focus solely on “stigmatism” and show your own understanding of Sen’s idea (you are welcome to refer to Sen’s other writings if necessary). Logical consistency (5 points), clarity of arguments (5 points) and uniqueness / originality of arguments (5 points).
(4) Good grasps of strengths and weaknesses of capability approach and suggestion for revisions in convincing way (no need to use mathematical equations). Use of simple / simplified abstract of facts or examples may help to better illustrate your original analysis (5 points).
(5) Minus points and bonus points
No reference to citations, copy-paste of others work without citation, etc.
