This midterm paper will be a policy analysis paper on the issue of Medicaid expansion in Oklahoma. Your paper must include the required elements of a policy analysis paper as outlined in the course text on page 319.
Complete the policy analysis using the approach described in the text on pages 319 through page 330. Boxes 14.1 through 14.3 are important guides for you.You should take the “rational model” approach to this policy analysis (see page 318).

1. Traditional Medicaid Expansion under the rules of the Affordable Care Act
